Central Reserve Money
Across the country Fabian and his friends owned many lending offices. True, they were privately and separately owned. In theory they were in competition with each other, but in reality worked together. After persuading some of the governors, set up an institution called the Money Reserve Centre. Not even used their own money to do this - they created credit against part of people's deposits.
This institution seemed to regulate the supply of money and be a government-owned institution, but strangely, did not allow any governor or public servants to join the Board.
The government stopped borrowing directly from Fabian, but began using a system of bonds against the Money Reserve Centre. The security offered was the estimated revenue from taxes next year. This was in line with Fabian's plan - to dismiss the suspicions of his person and draw attention to an apparent government institution. Behind the scenes, he was still in control.
Indirectly, Fabian had such control over the government they were obliged to follow their instructions. He used to boast: "Let me control the money of a nation and I care not who makes its laws." It did not matter much which party is elected to govern. Fabian was in control of the money, the lifeblood of the nation.
The government got the money, but interest was always charged on every loan. More and more was spent on welfare schemes and unemployment insurance, and it was not long before the government found it difficult to even pay the interest, let alone the capital.
But there were people who wondered: "Money is a system made by man. Surely it can be adjusted to make it serve the people, not that people are in the service of money." But there was less people who did this question and their voices are predetermined in mad pursuit of money exist to pay the interest.
Governments change, political parties have changed, but the continued political base. No matter what government was in "power", Fabian's ultimate goal is getting closer and closer each year. The policies of the people meant nothing. People paid taxes to the limit, could not afford more. Ripening time for the final movement of Fabian.
